Blogs/websites are supposed to provide helpful information. This will have to be what I will point to as my helpful post. There may be other or simpler ways to do this, but this is the only way I could come up with how to do it.
I like full justified alignment. Making fill in the blank worksheets with justified alignment was not working the way I wanted it to. Everything would be fine until I would want to have a blank line at the end of the line on the right (with nothing after the blank on that line.)
This is how I am now doing all of them regardless of where they are on the page.
This is done in Microsoft Word. It may work other places, but I was unsuccessful everywhere else that I tried.

Decide where you want your blank(s).
I usually double the word. What I mean by that is I type the word twice but as one word. One of the words I put in all caps. For example, underlineUNDERLINE.
Double click the word so that it is highlighted.
Expand out the Font Group.
There is a dropdown menu under Underline Style. Choose the style you want.
Use the Underline Color dropdown menu to choose the color for the line. This can differ from the color of the text you are using. (Don't leave the color as 'Automatic'. Choose a color.)
Click on the Text Effects button.
Choose Text Fill and make the Transparency 100%.
Once you've done this for one blank, you can use it to create a style so that you don't have to go through these steps for any subsequent blanks. (Unless you want the line to be a different color than the one you already have.)
Double click on the blank you made.
In the Styles Group, click on the More Button (or More Arrow - the down arrow with a line above it).
Click on Create a Style.
Rename (with something you will remember what it is for) or keep the name shown.
Click OK.
Now that you've created a style, you can use the CTRL (control button) and double-click feature for multiple selections to choose multiple places you want the blank line to go.
Once you have your selections made, expand the Styles Group and choose the style that you made for your blank lines. You can do them individually, but if you have many blank lines to do, this will save time.
Save your document as a PDF.
